John Greene is a partner in Cohen & Greene, P.A. He focuses his law practice on adoption. An attorney for over 31 years, he has spent the past 15 years focusing primarily on the many issues of adoption law, including those involving:
- in-state adoptions,
- out-of-state or interstate adoptions,
- family adoptions,
- step-parent adoptions,
- private agency adoptions,
- second parent adoptions,
- public child welfare adoptions, and
- foreign re-adoptions.
He also has had substantial experience in assisted reproduction and surrogacy.
Mr. Greene is an honor graduate of New York Law School, an independent law school in Manhattan near the city's centers of law, government and finance. While in law school, he was editor of the New York Law School Law Review, one of the highest honors a law student can receive. After law school, Mr. Greene chose to work for the Legal Aid Bureau in Maryland, where he represented abused and neglected children in cases involving their safety and placement. While representing over 700 children, he learned first-hand about their needs and the many gifts they bring to families. For nearly 10 years, he served as Chief Attorney of the area's Legal Aid Bureau office, managing the office and mentoring many attorneys in child welfare law. That experience pointed him towards a law practice in which he could help children find loving parents. In 1986, he became a partner in Cohen & Greene, P.A., first as a trial attorney, then later specializing in adoption issues.
Mr. Greene has been recognized as one of the leading adoption experts in Maryland and the country. In May 2007, he was elected to a four-year term on the Board of Trustees of the American Academy of Adoption Attorneys (AAAA), a highly selective national organization composed of approximately 330 of the leading adoption attorneys in the United States. AAAA members are experts in the complexities of adoption law and the many interstate and international regulations on adoption who have met stringent experience and ethical requirements in the field of adoption. Only 11 of Maryland's 40,000 attorneys are members of this organization. A member since 2000, in 2006, Mr. Greene received the association's highest award, the President's Award, for his service to the academy and to the furtherance of adoption. He chaired AAAA's mid-year conference, held in Baltimore in October 2007, which focused on "International Adoption: After the Hague." In recent years, he has been a featured speaker at AAAA conferences, and previously served as the editor of the association's newsletter. Being part of AAAA and its national network of attorneys who specialize in adoption enables Mr. Greene to stay current with the latest trends in adoption and permits him to help Maryland birth parents and adoptive parents complete adoptions involving people from all over the country and the world.
From 2001 to 2005, John Greene worked with a small team of adoption attorneys to completely rewrite Maryland's adoption laws, the first major revision of the state's adoption statutes in 50 years. His primary focus was on the independent adoption portion of the law. He was one of three attorneys to appear before committees of the Maryland General Assembly to explain the proposed law. The revised adoption law was passed by the General Assembly, signed into law by the governor and went into effect January 1, 2006. He and several other attorneys then worked with the Rules Committee of the Maryland Court of Appeals to revise the complex Maryland Rules of Procedure on adoption so they would reflect the new law. The new rules went into effect in 2007.
Until September 2009, John Greene also was a member of the Advisory Committee to the Congressional Coalition on Adoption Institute (CCAI), which advised the U.S. Congress on adoption issues and raised awareness of the need for adoption.
Throughout his legal career, Mr. Greene has been involved in many activities and has been accorded many honors, including being elected President and serving as a member of the Board of Trustees of the Anne Arundel County Bar Association. He has served as a member of the Board of Governors of the Maryland State Bar Association. He also was granted membership in the Maryland Bar Foundation, an honorary legal society limited to only two per cent of all lawyers in Maryland.
From 1982 to 2003, Mr. Greene lectured regularly on "Child Welfare and the Law" at the University of Maryland School of Social Work, and since 1998, he has spoken before Maryland's Court Appointed Special Advocates (CASA) for children. Since 1995, he has made regular presentations to numerous adoption-related groups, including Resolve of Maryland, the law clerks to the Circuit Court of Maryland, the lawyers of Anne Arundel County, the NSA Family Support Group and the International Adoption Group. He also trains law clerks for new judges on the subject of adoption law.
Another member of the Cohen & Greene, P.A. adoption team is Barbara Holsey, who assists with the day-to-day details of adoptions. She has been an important member of the team for over 13 years, providing support to Mr. Greene and the firm's clients. Most important, she and Mr. Greene, along with the other members of the staff, offer adoption clients a knowledgeable and accessible team available to deal with the issues and problems that can arise in an adoption. Through the trained staff and the national and local network of experienced attorneys that the firm works with on a daily basis, it can serve clients' needs whenever issues arise.
